GHOSTS OF THE TSUNAMI : first chapter
(Japan, 2016)

5 years after the tsunami that devastated the coasts of northern Japan, most of Tohoku is still recovering and very underpopulated. After the disaster, in 2011, the government decided to build 405 km of seawalls along the coast and after five years only 22% is ready. Local Ngos argue that the seawall, much lower in height than the actual 11/3 tsunami wave, is a useless waste of public money.
